The
Plantation Police Department is divided into two patrol
districts: District One serving the
city west of University Drive and District
Two serving east of University Drive.
The
concept of patrol districts with a "District Commander"
(Captain) in charge of each district is an idea whose
time has arrived. Districting provides several
very notable benefits, with the paramount benefit being
accountability.
Instilling
initiative at the Commander level to "take charge"
provides police services for that area in a professional
and effective manner. It instills the need for
knowledge as the district Commanders will have to have
an intimate knowledge of the areas under their responsibility
and the needs of the citizens and businesses within
those districts. This concept instills a certain
healthy competitiveness between Commanders and serves
to ensure that true "problem solving" techniques
are fostered throughout the Police Department.
The
concept of districting will increase the overall effectiveness
of Patrol Services in that problems and issues will
be become known and addressed quickly by the individual
Commander in charge of a specific district. This
"cuts through the layers" that often exist
within Police Departments and provides for a clear conduit
of communication throughout the agency. Accountability
falls upon the shoulders of one individual Commander.
This
accountability falls to the Commander 24 hours a day,
throughout three shifts, which not only increases the
awareness of given activities within a district, but
also provides an improved understanding of the changing
dynamics of a district throughout the 24 hour shift
cycle. It will instill uniformity throughout the
shifts and improve communications and consistency throughout
the realm of patrol services.
Each
district will benefit from one person who is responsible
for planning, problem solving, implementation of programs
to solve problems and the review of results for that
district. Residents and Business people alike
will have an opportunity to identify the Commander in
charge of their area and will have access to this individual
to address any concerns or problems. Problem solving
will be a priority in each district, and the increased
focus the Commanders will have on their districts will
result in improved operations.
District
1 and District Two are headed by Captain
Frank McMenamin, who also oversees the Special Weapons
and Tactics Team (SWAT), the Crisis Response Team and
the Street Crimes Unit. Captain McMenamin has been
with the
Plantation Police Department for 18 years. He has an Associates Degree in Pharmacy
and is currently working on his Bachelors Degree in Criminal Justice. He is a
Graduate of the Southern Police Institute's Command Officers Development Course
and was named the Plantation Police Department's Officer of the Year in 1999.

Serving
as Executive Officer for District One is Lieutenant
Brian Hager. Lieutenant Hager has been with the Plantation
Police Department since 1986. He was named the Plantation
Police Department’s Officer of the Year in
1993. He graduated from The Southern Police Institute’s
Command Officer Development Course in 2003 where he
received the Director’s Award for Academic Excellence.
Lieutenant Hager is currently working on his Bachelors
Degree in Police Administration. Lieutenant Hager can

Serving
as Executive Officer for District Two is Lieutenant
Kenny Kilbride. Lieutenant Kilbride has been
employed with the Plantation Police Department for
23 years. He was selected Officer of the Year in 1992.
He has his Bachelor's Degree in Business Management
from the University of Phoenix and is currently working
on his MBA. Lieutenant Kilbride also attended the 35th
Southern Police Institute, Command Officers Development

Serving
as Executive Officer for the Patrol Division is Lieutenant
Michael DeLeo. Lieutenant DeLeo has been a Police Officer
with our department for seven years. He has worked
in Patrol, in Investigations and on the Crisis Response
Team. He has a Bachelor's Degree from the University
of Florida and a Juris Doctorate from Nova Southeastern

District
Two encompasses the area from the east side of University
Drive to the eastern city limits (just east of 441),
from the southern to the northern city limits. The
1990 census reported the population of this district
at 32,869. |
